Intermittent connection problems with Apache SSL

From: Trevor Wennblom <trevor_at_corevx.com>

My Subversion repository is accessed via https through Apache 2.
Very frequently on imports of more than a few dozen files I will get
this:

SSL negotiation failed: SSL error: decryption failed or bad record
mac

However, sporadically I will alternatively receive:

   svn: PUT of '/test/!svn/wrk/023efaaf-a856-efbe-eadf-e49ee5654c62/
public/500.html': Could not send request body: connection was closed
by server.

And on several successive repeats of the command it may even accept
the import. Does anyone have any hints on how I can go about solving
this?
