/etc/subversion/config has no effect.

I'm having a problem or think I am with our /etc/subversion/config file.
The local users ~/.subversion/config is applied correctly but not the
global server config. My question is, has anyone made this work on a
global scale and if yes could you help me figure out what I have done
wrong.
