Browsing repositories?

So, yesterday's thread, "Re: Command line tool cannot connect to server,
browser can." (which seems to remain unresolved) reminded me of an issue
that I had sort of forgotten about...

I have viewvc set up and can browse all the repositories under
root_parents with that, and, since we are using apache2 to provide
repository access, I can also browse the head revisions (under
SVNParentPath) directly. And, I can access individual repositories using
the usual suspects. But, it seems that actually browsing/listing
starting with a list of repositories isn't possible using the svn
command line client, TortoiseSVN or RapidSVN.

A couple of questions...

1. Does this just nor work? Or, alternatively, does this work for anyone?

2. Assuming it doesn't work, should this be considered a bug (I couldn't
find any relevant issues filed), or is my idea that it should work
merely a philosophical difference of opinion with the developers. It
seems that it should at least work in the TortoiseSVN Repository Browser
and Rapid SVN, although, they may depend on the command line client for
what they do. (Do they?) Anyway, my thoughts are that if there is the
concept of SVNParentPath, I ought to be able to use that as a starting
point with any of the available tools/clients.
