URL case sensitivity bug?

I resolved a problem one of my users was having yesterday, which may be
due to a bug. We recently moved subversion to a different server so all
users were told to relocate their working copies to something like:

 

https://host.name/svn/Software/Project/trunk

 

the user performed a Relocate to:

 

https://host.name/svn/software/Project/trunk (the only difference is the
case of the S in software)

 

He could successfully Update but an attempt Commit would result in an
MKACTIVITY error "403 Access Forbidden". This looks like an uneven level
of case sensitivity?

 

The server configuration is:

Windows Server 2003, Apache 2.0.59, SVN 1.4.3, we are all using
TortoiseSVN 1.4.3 as the client.
