First of all, there's no all-inclusive project management application,
it depends on your needs, that been said @ work we use trac
[http://trac.edgewall.org/] and you can enhance it with plugins or
develop your own, here's a page with most of the plugins
[http://www.trac-hacks.org/], if you still feel like something is
missing then you can add to the recipe activeCollab
