When people mention ClearCase, my mind wanders to the Rational Unified
Process. If you want to adopt RUP, you can buy software pieces that all
work together, along with training to teach your team how to fit your work
to the process that the tools implement.
I've been in situations where managers decide that the work involved in
adopting a commercial integration like that is better than trying to craft
one's own process. It leads to the notion, for better or worse, that
there's a "process-in-a-box".
But I've always had the best luck with a process that everyone contributes
to and that everyone supports.
