Don't be *too* hasty: I would not necessarily expect a hex editor to
update the modification time of a file, after all, it is a 'system tweaking'
kind of tool, and you might want to change *exactly* one byte in a file
without disturbing anything else.

But the tool might at least provide an option whether to update timestamps.
(And SVN might provide an option to file check contents, or --force a commit !!)
