The --config-dir argument is available on many (most? all?)
Subversion client commands. It tells the Subversion client which
Subversion configuration directory to use. By default on Unix-like
systems, it uses ~/.subversion/config. You usually do not need to
change this.

I'm surprised to see this option available on an svnadmin command.
I'm not sure what its purpose is there.
