VSS->Subversion

From: Contractor <contractor_at_xit2.com>

Hello,
we would like to change source control from VSS to Subversion, but
management wants to keep "lock-modyfy-unlock" mode as VSS or CVS has.
Is it possible to set this behaviour to repository of to server?

best regards,
