User gets "403 forbidden" when trying to commit?

I've recently migrated our Subversion system to a different server,
doing some upgrades along the way. The setup is:

Windows Server 2003, Apache 2.0.59, SVN 1.4.3, we are all using
TortoiseSVN 1.4.3 as the client.

 

One (remote) user has no problem checking out and running update on
working copies, but a commit results in an MKACTIVITY error "403 Access
Forbidden". The Apache error log reports:

[Wed May 02 11:26:09 2007] [error] [client x.x.x.x] Access denied:
'user.name' MKACTIVITY software:

 

I can check out a working copy as this user and commit fine. I've also
check remote access is working for myself.

 

Any suggestions?
