Ah, Tortoise! It has its own options. From the TSVN context menu,
select "Settings" and then in "General" you will find "global ignore
pattern". Did you actually put your patterns in there?

TSVN works very well, I do use it, too. It looks to me like you
confused things:
TSVN doesn't need Subversion installed. The config file is only for
the command line version. TSVN stores its config somewhere else.

No wonder you had this problem.

Anyway, good luck with the conversion from VSS to SVN. This can be a
pain ;)
