I use Subversion under Windows and Cygwin, and TortoiseSVN. I think
this is a bad idea.

Files created by Windows typically have executable permissions from
the Cygwin perspective. Your suggested fix would cause EVERY file to
receive svn:executable.

You should be using auto-props any ways.
