The import statement:
svn import -m 'Import CF chroot tree' ./cf_image http://svn/SIM_CF/

The import error:
Adding cf_image/source/usr/share/doc/kbd-1.12-r8/html/utf
svn: Can't convert string from native encoding to 'UTF-8':
