svnadmin hotcopy: always full copy?

svn 1.4.3

I was wondering: if I do:

svnadmin hotcopy /repos/ /repos-bkp

but /repos-bkp was already created by a previous svnadmin hotcopy
command, what would happen? Would svnadmin:
- copy over only the differences? (like rsync)
- copy the whole thing over again
- error
