Authroization Question

Hi,
 
I'm new to SVN (actually I'm using TSVN under XP). I installed the service
for Windows and had trouble exporting files from the repository.
 
With some help I discovered I needed to change my svnserve.conf file but I
am yet to understand why. I've been told to ask on this group.
 
[general]
# anon-access = read
# auth-access = write
anon-access = none
auth-access = write

The commented lines is what I had - the uncommented is what I've got (and
works).
 
I don't understand why, can someone please explain ?
