maintain revnos after dump/filter/load?

How can I maintain the same revnos for the
remaining paths in in a repo after a svnadmin dump,
svndumpfilter include ..., svnadmin load.

As well as not invaliding current working copies,
this is important for any external references.

The help for these commands hint that it's possible
(e.g --renumber-revs for svndumpfilter suggests
that not renumbering is the default)
but all my testing and googling hasn't had
any success.
