Problem with ra_local

Hello
I Just install Subversion on windows XP, with svn-1.4.2-setup.exe
<http://subversion.tigris.org/files/documents/15/35379/svn-1.4.2-setup.exe>.
I create a repository:
svnadmin create --fs-type fsfs d:\GNU\repos
and I did'nt managed to import a local repository in svn
svn import essai file:///d:/fonction -m "ini"
svn: Unable to open an ra_local session to URL
svn:Unable to open repository 'file:///d:/fonction'

I have all the acces to the disk, so I don't understand the problem

It did'nt seem that it have a solution in the mailing list archive
Do I have to install something else that svn-1.4.2-setup.exe
<http://subversion.tigris.org/files/documents/15/35379/svn-1.4.2-setup.exe>?

(for example is ra_local install with subversion? I did'nt find it)
