I think you need to rethink the strategy of the shared working copy. It
sounds to me like the setup you are using is sort of like two version
controls.
First the main one which is svn then the second one which is the shared
working copy and then the client which is the file system client of the
user.

So my suggestion to you find a different tool than svn or eliminate the
shared working copy and give each user access to their own working copy
with a decent GUIClient. I don't believe that these people are so stupid
that they are unable to learn update and checkout. If they do not step
on each others toes they should have no problems since they will not
produce conflicts anyway.
