svnadmin hotcopy - format file not found

Can anyone give me a hint as to why my

   "svnadmin hotcopy c:\svn\wms-source e:\subversionbackup\vms-source
--clean-logs"

gives me:

   "svnadmin: Can't open the file "C:\svn\wms-source\format": The
search path cannot be found"

I have two different repositories in the c:\svn directory, and the
other one works fine. This command worked once, but hasn't since. The
format file is there, and has the same looks and properties in both
of the directories (the files contain a "5").

I can also use svnadmin to dump the repository, but I can't import it
afterwards - the same complaint is presented... Scary.

Please help? Should I consider using a Linux machine instead of
Windows XP for more consistent behavior?
