Yep, that's the core of it. FTP sync just leads (on specific
occasions) to the need or want of --ignore-timestamp switch. It's
not the only way this can happen to become necessary. And BTW
file length is irrelevant to SVN - if the timestamp has not changed
the file is not considered for commit, file length change or not.
