Unable to delete folders (SVN1.4.3/XP)

All,

I am new to SVN and I have recently made the move to SVN for the ability to
retain folder/file history retention on move/rename operations.

At the moment, I am unable to delete any folder in my repository. Following
is something I ran on command line to properly illustrate whats happening

C:\SampleRepo>svn delete test
D test

C:\SampleRepo>svn status -v C:\SampleRepo\test
D 9 9 someuser C:\SampleRepo\test

C:\SampleRepo>svn commit -m "Deleting test folder" C:\SampleRepo\test
Deleting test
svn: Commit failed (details follow):
svn: Access denied

C:\SampleRepo>dir
Volume in drive C has no label.
Volume Serial Number is D412-C867

Directory of C:\SampleRepo

02/16/2007 10:31 AM <DIR> .
02/16/2007 10:31 AM <DIR> ..
02/16/2007 10:31 AM 10,059 build.xml
02/16/2007 10:30 AM <DIR> src

My setup
---------------
SVN 1.4.3, Windows XP Pro

Can somebody point me in the right direction? This should be a fairly simple
operation but I cant seem to get it right. Is there anything defined in the
repository config files that doesnt allow folder deletions? This happens
with any repository, I created a sample repository as above to test when
this happened in my project.

Also, I am able to perform move/rename of files but not folders.
