Yes that's right... but I'm not sure what's the equivalent of /etc ... maybe it's sys$manager: or sys$system:
I haven't tried it so far because I thought there is maybe someone who uses subversion on OpenVMS.

Assuming you're referring to the default config for all users for the
first time they use svn, haqve you tried the OpenVMS equivalent of
/etc?
