SVN has been installable as a server on MS Windows for a long time. The recent
change is that 'svnserve' is now installable as a so-called 'service' on MS
Windows. Before, you had to call the executable in a wrapper for that.

My suggestion: go and download TortoiseSVN. You can use it to create a
repository and it contains a graphical client that integrates into Explorer.
That way you get a working environment to play with.

Then, when you find you need access to the repository across a network, you
can decide if you want to use svnserve, Apache or a SSH tunnel. The
differences, setup and use of all three of them are explained in the
documentation (see the SVN homepage).
