Nope. It's definitely strange. And I am using stock apache. The
apache execute line looks like:

exec /usr/sbin/apache2 -DFOREGROUND -DPYTHON -D SVN -D SVN_AUTHZ -D DAV
-D DAV_FS

it's run under daemontools. I don't see any issues with anything else
inside apache. I'd run it single threaded in debug mode with strace but
this is a production setup.
