Admin of New Installation not working

I have a Virtual Machine setup with a new installation of Subversion 1.4.0 and apache (as distributed by collab.net)

 

When I browse through to //subversionvm/svn I do see my repository, but can not do anything other than a drill down into directories and the files. I believe I should be able to browse to //subversionvm/svn/admin but I get a strange error (as show below)

 

 

        This XML file does not appear to have any style information associated with it. The document tree is shown below.

What is causing my issue? Any help or suggestions is appreciated.
