I tryed with the Windows client, whose svn --version output is:

svn, version 1.4.2 (r22196)
    compiled Nov 3 2006, 16:53:07

Copyright (C) 2000-2006 CollabNet.

This product includes software developed by CollabNet
(http://www.Collab.Net/).

and it worked properly, so it does happen only on the svn client provided
by cygwin.
