Assume that 2-character representations are adjacent, non-identical
characters. Any leftover single-character representations count too.

You aren't solving the problem by cowardly refusing to take any
responsibility for doing the operation correctly. Please describe the
correct way to handle this issue before you claim that SVN can't do it
as well as any other tool might.

We know it's wrong, we know it's text, we want it fixed. If you can
describe the correct fix, then svn can do it as well as any other tool.
  If you can't describe the correct fix, then what's the next step that
you think would be better? Go back to your favorite editor that
probably screwed it up in the first place?
