This is true, but there is a (fairly active) bug raised against this see
bug 1256

It has come up on many many occasions!

There has been a (recent?) design discussion on the dev list:

See: http://svn.haxx.se/dev/archive-2006-09/0492.shtml

And before this a requirements discussion:
http://svn.haxx.se/users/archive-2005-11/1101.shtml

Which should all be linked from the bug above!

Well.....

Apart from the Patch written by Philipp Marek (See bug) - Although this
is a little old now.

There are also a couple of other proposed 'hacks' using properties and
hook scripts which have been talked about, although I have never seen
any existence of them.

I am hoping, along with a lot of other people, that Subversion will very
soon finally have the capability to preserve the modified datetime
information.

P.s.

This topic seems to always ignite some sort of religious debate as to
why you would ever want to use the modified datetime. It simply come
down to providing a tool that gives the user the ability to decide for
themselves what timestamp they want on their files!

Surly choice (with is a good thing?
