RE: upgrade subversion 1.2.3 to 1.4.2 now getting MKACTIVITY 403 forbidden errors

The only time I got this error is when a user checked out with svn and
tried to check in via http. We were in the process of changeover and
had both running. If not, looks like a group or user permission
error.

We had Win2k3 with apache 2.0.55 and subversion 1.2.3

We moved all the repositories to another w2k3 box with apache 2.0.59 and
subversion 1.4.2

We are getting errors when trying to commit to some(not all) of the
repositories:

Error: MKACTIVITY of
'/repos/projectname/!svn/act/31106b62-daf4-4c4d-82a6-7f61f2a539f5': 403
Forbidden (http://subversion)

Apache error looks like this:

'DOMAIN\\Jon.Smith' MKACTIVITY projectname:

I have tried upgrading tortise to 1.4.2 with no luck
