The ones provided in the dependencies package would be my first try. However, the INSTALL file in the source package says that 0.9.x versions are fine. YMMV.

--without-apache and/or --without-apxs should do the job. Otherwise, if you don't have the apache webserver development libs installed, configure should skip building those modules anyways.
