Andrew,
Since SVN 1.3.x, svnserve can use the same AuthZ files previously only
available using Apache.

Take a look at the "Path-based authorization for svnserve " section of
the 1.3.0 release notes found at
http://subversion.tigris.org/svn_1.3_releasenotes.html
