When you ran the svnadmin create, you should have provided it with the path into which the repository would be written. How it looks depends on the filesystemType you requested (fsfs or Berkeley DB).
I don't know if you're expecting the filesystem of the repository to be the same as the filesystem handled by the repository (i.e. what the files look like in a Working Copy after the checkout). It won't be (that's CVS).
