Using apache for snv server without WebDav?

My new hosting service does not have WebDav, and only offers a svn
server over ssh, which does not work from my office.

Does anyone know of a web package (Perl, bash, or PHP4/5) which will
let me use http/https for my snv server? Yes, I know the performance
will suck, but I manly only do small deltas.
