Solution for using SVN ACL's with non-svnserve-based repository access?

As per the subject line, and based on both the existing docs, and a search
of the list archives, it seems to me that at this point in time, there is no
direct way to use SVN ACL's to enforce directory level permissions without
using svnserve directly.

Is my research correct?
