recover error

I was trying to dump the db so I can create a new svn data structure. We
want to move the fsfs version. In doing so I got an error. I ran the
recover and I got the following. What can I do to fix it. There has been
no issues with users committing or updating there files. All other svnadmin
functions are failing. Error given by them: "svnadmin: Berkeley DB error
for filesystem c:/public/svn/db while opening environment: Operation not
permitted"
