I suspect there's no easy way.

The only thing that comes to mind is to import just the "trunk" bits
into svn, and then (I'm really waving my hands now) somehow use the
"vendor branches" feature, and in particular the "svn_load_dirs.pl"
program, to get the other branches in. I can't picture clearly how
that would work, and am not at all sure it would work at all. Still
it's worth thinking about.
