I installed svn into the root directory
Where the trailing slash is the leading
Slash at the same time.

I did solve this problem. It's been a while, so I'm not sure that my
recollection of the solution is accurate, but I THINK that all I had to
do was to put a trailing '/' on the Location directive that specifies
the subversion location (e.g. '<Location /subversion/>' instead of
<Location /subversion>').
