Three completely separate questions regarding hooks, Ant, and PDFs

Is it possible to set up a hook/script that verifies upon check in that
files checked in include specific aspects i.e. a java file checked in
contains a JavaDoc? If so do you have an example or something I can model
this idea off of?

How can Ant be integrated into Subversion? My coworker says this is
possible as as "repository master" I'm looking into it.

One of the projects we recently imported into Subversion contains PDFs.
These were not imported as binaries like the GIFs that were also imported.
How can I force Subversion to import the PDFs as binaries?
