In my experience, this always means that svn.exe cannot find a program
named "ssh.exe". I suggest you fix that by copying plink.exe to the
directory where svn.exe lives (on my machine, that's c:/program
files/subversion/bin/svn), and naming it ssh.exe.

Once you get that working, you might want to replace plink.exe with
tortoiseplink.exe, from TortoiseSVN -- tortoiseplink doesn't create a
console window when it runs. As far as I know, that's the only
difference.
