OK, I understand this - so it uses the login of the operating system...
 
OK, next question - I am running this on Windows - is SVN integrated to
understand Windows logins on a local machine?

AFAIK, it uses the user that you logged into the server with.
if the server doesnt require a username to commit, then svn doesnt get one
and the commit is empty (author wise)
