SSL negotiation failed: An established connection was aborted...

I have the latest Subversion server (subversion-1.4.0-1) running with SSL in
Apache using the latest mod_dav_svn library. The server is running RHEL 4.
Accessing the server from the local LAN I am not having any issues.
However, when I access the server over the Internet, I am sporadically
receiving an error:

svn: PROPFIND of '/svn/davis/trunk/davis/src/edu/utsa/davis/ui': SSL
negotiation failed: An established connection was aborted by the software in
your host machine.

This occurs when I perform a list operation from the command line (and when
repo-browsing in TortoiseSVN). I seem to be able to check things out fine,
although I can't be 100% sure because the problem occurs only some of the
time. Accessing the repository from a web browser does not seem to have any
trouble either. It's only the PROPFIND that seems to be failing some of the
time. I don't see any information being logged to the ssl_access_log or
ssl_error_log when the operation fails. Any ideas what might be happening
here?
