hotcopy format '5' error

hello,

if I run svnadmin hotcopy on my FSFS repository

I receive an error stating that format '3' is expected an format '5'
was found.
Indeed the format file in my repository contains a '5'.

Is this a general problem of hotcopy and format '5' ? or should the
format not be '5' in the first place?
