Exclude files in an include

Hello,

I am trying to import my cygwin ~home into a repo. I find that I cannot
import NTUser.dat:

Can't open file 'nelsonst/NTUser.dat': Device or resource busy

This prevents the import from finishing.

Can this be excluded? I can't see an option in the book, or the manual
pages or svn help import.
