I'd like to have this handled similarly as revision properties
are handled, i.e. *no* history. For my purposes, a history is not
needed and i think that PML support is much easier to implement if
PMLs are handled analogously to revision properties.

So, one might rephrase 3) as:

3') Existing PMLs can be edited in any desirable way, including
editing of the PML text and removing the PML. No history of
the PML text is maintained internally.
