Make the tag directory, then copy the directories you want one by one.

svn mkdir URL/tags/project1-1.0.0-rc1
svn cp URL/trunk/common URL/tags/project1-1.0.0-rc1/common
svn cp URL/trunk/subproject1 URL/tags/project1-1.0.0-rc1/subproject1
svn cp URL/trunk/project1 URL/tags/project1-1.0.0-rc1/project1

svn mkdir URL/tags/project2-1.0.0-rc1
svn cp URL/trunk/common URL/tags/project2-1.0.0-rc1/common
svn cp URL/trunk/subproject1 URL/tags/project2-1.0.0-rc1/subproject1
svn cp URL/trunk/project2 URL/tags/project2-1.0.0-rc1/project2
