update problem or bug

We encounter a problem with the update command using subversion 1.4 and
1.4.2 and using TSVN latest version when we do this:

 

we update our wc,

a file that needs updating is locked by another software application,

a new file is added too in that update

 

this is the response:

 

> Updated "flash\pageframe.fla" (this is the file locked by the
application)

> Added "flash\test.txt"

> Error In directory "flash"

> Error Can't move "flash\_svn\tmp\pageframe.fla.tmp" to
"flash\pageframe.fla" : Access is denied.

 

Then we close the program unlocking the file and we do a cleanup because
the wc is locked now.

 

If we update again we get an error when subversion tries to add the new
files again, because they were already added in the previous update.

This is the response:

> Error: Failed to add file: "flash\test.txt": object of the same name
already exists

 

Is this normal behavior or is this a bug. It happens hundreds of times a
day and thus very annoying.

Shouldn't the update stop when the access denied is encountered, and not
add the new file?

Or shouldn't the new file be registered in the wc so it won't try to add
it the next time?
