svn update behavior when target doesn't exist

I've recently discovered that svn update will happily claim that
everything is okay if it's argument doesn't exist.

> svn up asdfghjkl
At revision 2281.
> echo $?
0

This seems very wrong to me but I'd like to hear if there is some good
reason for it. The issue tracker says to get at least one person to
agree with you that it's a bug before reporting it.
