I'm not completly sure but the error may be here.
I think that the syntax should be
[ReposTest:/]
@developers = rw
* =

else it will try to apply the rule to a directory name /AllRepos/RepoTest inside anyone of your repositories.

To be sure you can try this at least to see if it works with one (every) repositories:
[/]
@developers = rw
* =
