This particular project is C++, but we also do work in Java and Ada and
Visual Basic, and whatever we pick for a version control system needs to be
suitable for all of those.

Right, and that has led him to the inescapable conclusion that merging is
evil and one should never do it.

He doesn't want to expose clients to the dangers of merging but he's
perfectly happy to expose clients to VSS ... go figure ... :-(
