Of course, there always the coercive course. When we implemented Subversion, it became policy that nothing was built for deployment except what was in the repository. If it wasn't there, it wouldn't be deployed for testing or production, so no building locally and shipping it off to the test guys from your desktop.

Bear in mind that we didn't implement Subversion on a whim; we researched, tested and sought buy-in from the entire IT hierarchy, as well as interested parties outside of development who would be using it.

YMMV vary in that regard. :-)
